Green councillor Eleanor Laming, who represents Brundall on Broadland District Council, fears the replacement petrol station will put more pressure on roads and threaten the safety of the nearby roundabout.
"I was expecting the scheme to be approved," she said.
"But I still have concerns about the impact it will have on the Cucumber Lane roundabout.
"The Greater Norwich Local Plan has already said this is at or near full capacity.
"And this isn't the only development in the area.
"This outlet could be open 24 hours a day, and the planning statement indicates that an increase in demand is expected on existing petrol stations as numbers of these decrease nationally and the number of vehicles on the road increase.
"So vehicle movements to and from the facility will increase putting more pressure on the road system."
